4 possibilities come to mind. First if there is a tiny air leak combined with a fuel restriction then when unit is shut off it will evacuate the fuel from the transfer pump. Solution is to eliminate fuel restriction - check everything from the hand pump to the tank inside filter - back flush lines. Second is fitting that contains prepressure valve (glass ball and spring) in top of pump (the fitting that goes to the drip line and is screwd into the top in frint of the two screws with wires on them) is plugged. solution- remove fitting and remove tear drop washer and spring and ball. 3d is metering valve is stuck - solution is pull three screws and remove top and jiggle metering valve in rear lh corner of pump - the black blade that sticks up and contacts the electric shut off solinoid lever. AlSO pour a quart of auto trans fluid in the fuel tank and run - this will free up and lube the metering valve. 4th is to check connections and make sure the electric connections are good and the soleniod is working properly in the pump top.
