I'd loosen steering motor mount bolts 1st to see something is preloading input shaft into motor. If no change something is sticking inner and outer spool in steering hand pump. It will need disassembly to clean up. If something has indeed caused sticking of spools in motor I would stir up oil and dump it. Install new oil and OEM filter which may be better than jobber which could allow silting in steering hand pump (motor) which sticks spools. Best of luck
