there are several possibilities. n1 is the second stage poppet seat is moving with the poppet. I think there is a picture of this in teh hypermods section. The valve has to be removed, then remove the rate of raise assy in total, then reach in and remove poppet and the little seat. This is a chore sometimes. We use a pair of needle nose pliers with the outside of the jaws ground to grab the poppet. It has a special 71321101 oring around the seat. Replace the oring - it probably has disentegrated, and clean the bore and loctite in place. Use the poppet to tap in and seat the seat. Now replace vavle. We have a special bent pair of needle nose pliers to do this infield in an emergency, but unless the poppet is sealed it will come out again once it vibrates in the valve. n2 - and you might want to check this out first as it is easy . In the master valve there is a relief valve assy. Remove the big nut on the relief valve and remove the cartridge. MAKE SURE you note which end is the inside as if it is replaced backwards it will shear the pump shaft. look at the inside of the relief assy and note if the little allen screw has backed out or if the end is battered. IF so turn in 1_4 turn at a time until header lifts. n3 there could be a blockage in the orfice beside the rate of raise adjustment assy. Use a flat screwdriver (while the valve is off) to screw out the plug then insert I think a 1_16th allen wrench to unscrew orfice. The orfice has a screen which might appear white. Flush the cavity. Reinstall. IF this is blocked the second stage poppet can't be pushed off the seat. n4 make sure 12V with amps are deliverd to header valve. Switch the wires off the reel raise with the header raise and note results.
