It costs alot to go through one. A reman is the way to go. last time I got involved in one of these projects it was in the $3000 range. That was a while back, on account of its not common for either the Sunstrand or the Eaton to fail. Most of the time its something simple, not the pump or the motor. Here's some things to try:Check the oil level in the resevior. Do that first because its easy. You already did thatIJ Next check the charge pump belt. Very common problem, that one. Next check the main drive belts. Is the big spring tightIJ How about the hydraulic tensioner and hoses, any leaksIJ Put the unit in gear and have somebody watch the hydro pulley from a SAFE distance. lock the brakes a ease the lever, the pulley on the pump will slip noticably if the belts are poor or not tensioned. Next swap the relief valve cartridges. Another common problem. last, change your hydro filter, do that last because it is unlikely and a headache to fool with. If the oil was low, and you found no external leaks, see if your transmission is overfull. I would also try to get a gauge on the charge pump to make sure that's not the problem.
