Hi Tim, I believe your problem is in that valve also. I wonder if you made a socket to go in and remove the relief valve seat. You would need to grind a 1_4" drive 3_8" 12 point socket down so thin there is hardly enough metal to grab onto hex of seat. I would recheck that seat and flow limiter in that valve to be sure it is together right and no pieces missing. Good luck. Dan
