I would use a guage on the sheave setting to see it the belt is actually tight enough,,,sounds to me like it is slipping,,,i had the same problem a few yrs ago,,,i also added a rear beater speed up kit to it and that helped some in britle canola straw,,,cant remember the name of the business that I bought it from,,,in north dakota and also has a business in carduff saskatchewan

Your rotor drive belt is loose if you can't get the maximum rotor speed as found in your op manual.
