3 Point Hitch Stuck In Up Position

I have a John Deere 7600 with the 3-point hitch stuck in the up position. I think the top pin is seized, but how do I fix it?

If you are referring to the toplink, it will not cause the lift arms to hang up.
They are hydraulic powered.
I know on my big tractor, if the Draft lever is all the way back - the lift arms will stay up until the Draft lever is moved down.
Freaked me out the first time. I keep Draft pinned down unless it is required..

Yup^^^^^ I'd be guessing it's how the draft/position controls are set. Some electronic systems need to have the system activated via the controls before it functions as well.
