There should also be a mechanical pump that is fed from the electric lift pump. We had a hard starting diesel on a 6600 (small motor, 329 ) and it turned out to be a filter base that was letting in air. We changed out the base and that fixed the problem. Just a suggestion for something else to check for.

If you are having to crack the lines the problem is probably a leak. It could be getting air from almost anywhere. We had a 4430 (a 404 also) that had a lot of trouble starting and we actually replaced the injection pump but that made little difference and we finally found that the filter base had a crack in it. It is made of aluminum and after we replaced it has had no other problems. Our 7720 has two sediment bowls and both have screens. We have to clean them both a couple times per season because I left the cap off of it once. Every time that it lacks some power I am reminded of that dumb mistake. Anyway, I hope that this helps you.

i feel you are looking for airleaks which is between the tank and the injecter pump the other side of this is under pressure so will be leaking...i would start with the filter housing has previous posting it is a problem area then check under any clamps which the hoses go through the air leak is causeing your pipes to drain back to the tank hence the lines full with air hope it helps

An easy way to find an air leak in the line is to run the engine at an idle and spray the fuel line with ether. When you hit the leak, the engine will increase RPMs slightly. Hope this helps.
