My TR did that. There was a hole rubbed in the fuel line coming from the tank. Unhook it at both ends, and put suction or pressure on it to see if there is a hole.

our 98 was doing that after we used after market fuel filter , put a new holland one on and fixed the problem. hope this helps

Sometimes the diaphram in the primer on the filter head starts to go bad. This can cause it to let air enter and cause leakoff when not running. Usually it also causes it to take many more pumps to get it to reprime.
